The Justice and Home Affairs Agencies Network (JHAAN) has published its final report for 2024, highlighting a year of enhanced cooperation, digital transformation, and social responsibility under eu-LISA’s leadership.

A Year of Strengthened Cooperation

JHAAN, composed of nine EU agencies, works across migration, security, and fundamental rights. Its members—Frontex, CEPOL, Europol, EUAA, EUDA, EIGE, FRA, Eurojust, and eu-LISA—each bring expertise in areas such as border management, law enforcement, asylum, drug policy, gender equality, criminal justice, and IT systems. Under eu-LISA’s Presidency, agencies worked closely to align their strategies with EU political priorities.

Driving Digitalisation and Innovation

A key focus of 2024 was the advancement of digital solutions across JHA agencies. A dedicated workshop on e-learning brought experts together to discuss modern training methods, while biometric technology was a major theme, particularly in improving facial image quality in large-scale IT systems. These discussions underscored the importance of technology adoption to enhance justice and security operations.

Commitment to Social Responsibility and Sustainability

JHAAN also prioritised social responsibility. A workshop on diversity, equity, and inclusion provided agencies with practical strategies to promote an inclusive work environment. Additionally, discussions on energy efficiency and sustainability helped align efforts with the EU Green Deal, encouraging agencies to adopt eco-friendly practices.

Expanding Collaboration Through Staff Exchanges

A key initiative under eu-LISA’s Presidency was the JHAAN Staff Exchange Programme, which facilitated 50 bilateral exchanges between six agencies. This initiative enhanced cooperation, fostered knowledge-sharing, and strengthened institutional ties, receiving highly positive feedback from both host and visiting staff.

Looking Ahead

As FRA takes over the JHAAN Presidency in 2025, the Network remains committed to fostering collaboration, advancing digital capabilities, and strengthening EU internal security. The dedication of all member agencies ensures that JHAAN continues to play a vital role in the EU’s Justice and Home Affairs landscape.
