The European Union Agency for Law Enforcement Training (CEPOL) and the European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice (eu-LISA) are reinforcing their long-standing and effective partnership with the launch of a new Cooperation Plan for 2025–2027.

Building on more than a decade of successful collaboration since the signing of our 2013 Working Arrangement, the two agencies will deepen their joint efforts across a broad range of strategic areas. These include training, cybersecurity, research and innovation, data protection, policy coordination, communication, and administrative management.

As part of this strengthened cooperation, CEPOL and eu-LISA will continue to jointly deliver high-quality onsite and online training to law enforcement professionals across Europe. Key focus areas include the Schengen Information System (SIS), cybersecurity for large-scale EU IT systems, interoperability, and the implementation and use of the Entry/Exit System (EES) and European Travel Information and Authorisation System (ETIAS). The agencies will also continue to explore and promote the use of emerging technologies such as artificial intelligence and big data.

Importantly, this new phase of cooperation also reinforces our shared involvement in supporting EMPACT (European Multidisciplinary Platform Against Criminal Threats)-related activities. By aligning efforts in training and operational knowledge sharing, CEPOL and eu-LISA contribute to the EU’s fight against serious and organised crime, helping Member States to effectively respond to evolving security threats through innovation and enhanced interoperability.

The Cooperation Plan for 2025–2027 provides a robust framework for delivering concrete, impactful outcomes and reflects our joint commitment to equipping Europe’s law enforcement community with the knowledge, skills, and technology needed to build a safer and more secure European Union.
