On 11 – 12 June, eu-LISA is bringing together digital leaders, technical experts, and industry partners in Warsaw, in cooperation with the Polish Presidency of the Council of the European Union, for a dedicated Industry Roundtable. The event focuses on how modern software development approaches can help EU and national public administrations deliver better, more secure digital services – faster and at scale.

Under the theme “Building Better Government Software at Scale – Agile, DevSecOps and Software Factories”, the Roundtable will explore how Agile working methods, integrated security practices, and modular development environments can be adapted to the needs of public administrations responsible for large, mission-critical IT systems.

Opening remarks will be delivered by Marili Männik, Executive Director ad interim of eu-LISA, and Ignacy Niemczycki, Secretary of State at the Chancellery of the Prime Minister of Poland. Both will highlight the role of digital transformation in strengthening the EU’s area of freedom, security and justice.

From Concept to Implementation

Over two days, the programme will feature five sessions designed to explore both strategic and operational aspects of software delivery in the public sector.

The Roundtable will begin with insights from academia. David Baxter (University of Southampton) and Ann Fugl-Meyer (Copenhagen Business School) will outline the key organisational and cultural changes required to successfully embed Agile principles in public bodies – where processes are often shaped by complexity and long-standing hierarchies.

Later that day, Sascha Block, author and IT architect, together with Jean-Pierre Grillon, Head of Technology and Software Engineering at eu-LISA, will present practical approaches to establishing Software Factories – development models that enable reuse, consistency, and streamlined delivery across multidisciplinary teams.

Securing and Scaling EU Digital Services

The second day will shift focus to implementing these practices at scale in public sector organisations. Representatives from the French Ministry of the Interior, Capgemini, Deloitte, Gartner, and NTT Data  will share experiences from the field – covering governance, coordination and team design across large public sector projects.

Security will be a central thread running through the discussions. Experts from Frontex, Palo Alto Networks, SAS, Sopra Steria, and Nutanix will examine how DevSecOps practices help to embed security into every stage of the software lifecycle – enhancing resilience, reducing vulnerabilities and supporting compliance with regulations such as GDPR and NIS2.

In the final session, specialists from Red Hat, AWS, and Fortinet will explore the role of automation and performance monitoring tools in supporting continuous delivery and informed decision-making – essentials for today’s fast-moving digital environment.

With contributions from over 25 expert speakers, this Industry Roundtable provides a platform for meaningful exchange between the EU institutions, Member States, and private sector partners working to shape the future of public service delivery.
